Phaladīpikā — the names of the house
दुश्चिक्योरो दक्षकर्णं च सेनां धैर्यं शौर्यं विक्रमं भ्रातरं च । गेहं क्षेत्रं मातुलं भागिनेयं बन्धुं मित्रं वाहनं मातरं च ॥११॥
TranslationDuschikya (दुश्चिक्य), Uras (उरस्-breast), the right ear, army, courage, valour, prowess and brother are the designations of the third house. House, land, maternal uncle, a sister's son, a relation, a friend, vehicle, [and] mother [are terms to denote the 4th house — E prints this as one unbroken sentence that continues, without a paragraph break, into the words carried by PHAL_C1.12's own mūla; see notes].

गुदाभञ्जनिकः स्थूलः परभार्याधने रुचिः । स्वल्पारम्भी सुखी न स्यात्तृतीयेशे धनं गते ।।२०।।
If the 3rd lord is in the 2nd house, then the native is stout-bodied, interested in the wealth of other women, begins little, and is unhappy.
तृतीयेशो तृतीयस्थे विक्रमी सुतसंयुतः । धनयुक्तो महाहृष्टो भुनक्ति सुखमद्भुतम् ।।२१।।
If the 3rd lord is in the 3rd house, the native is valiant, has children, is wealthy, is happy, and enjoys wonderful happiness.
तृतीयेशो सुखे कर्मे पञ्चमे वा सुखी सदा । अतिक्रूरा भवेद्भार्या धनाढ्यो मतिमान् भवेत् ।।२२।।
If the 3rd lord is in the 4th, 10th, or 5th house, then the native is always happy, wealthy, and wise, but his wife is extremely cruel in nature.
तृतीयेशो सुखे कर्मे पञ्चमे वा सुखी सदा । अतिक्रूरा भवेद्भार्या धनाढ्यो मतिमान् भवेत् ।।२२।।

Phaladīpikā's list for the 3rd house is quoted above in full; the kāraka graha for it is Mars, and SIA reads its lord's placement first for any question that belongs to it.
Where is the lord of the 3rd house good or bad?
Parāśara does not rank the twelve placements; he states a result for each, and the closing verses of the chapter say every result scales with the lord's strength. SIA weighs the placement with the lord's ṣaḍbala before it prints a verdict.
